SUDAN - Darfour, UA agrees to transfer its mission to the UN in September. Darfour, the Council of peace and security of the Africain Union (AU) gave its agreement in principle on Friday for the transfer to the United Nations of its mission of peace in Darfour in Sudan. Kofi Annan feels himself "satisfied" with the decision of the Africain Union (AU) to replace the mission in Darfour with a force of the UN. « We are satisfied with the decision announced in Addis Abeba, where the Africain Union (AU) seems to have admitted expansion and transition of its force in an operation of assertion of the peace of the Blue Helmets of the UN », declared yesterday evening the General secretary, after a working meeting with the members of the Council of security.

Sudan also greeted on Friday evening the decision of the Council of peace and security of the Africain Union (AU-CPS) to extend of six months, therefore until September 30th, the mandate of the mission of peace of AU in Darfour a province on the West of Sudan. Diplomats in Addis Abeba pointed out that the lack of resources forced the Africain Union to abandon Darfour in pursuit of its role.

« We also discussed the necessity to speed up the process of peace in Abuja », pointed out Kofi Annan, during a meeting with the press saying that the Security Council would soon invite the mediator, Salim Salim, in New York.

The Africain Union (AU) and the Sudanese government had newly introduced their reservations towards plan to replace the actual Mission of the Africain Union (MUAS)) with a more muscular operation of United Nations, asked by the General secretary. The General secretary had pleaded in effect in February for the dispatch of a more important, more robust and more mobile force than the actual force of AU, unfolded in 2004, which counts 7.000 men nowadays. The African union, in a press release of January 12th, 2006, expressed « its support, in principle, in a transition of friends towards an operation of United Nations, as part of the partnership between AU and United Nations in the promotion of peace, security and stability in Africa, and decide to hold a meeting of the Council of Peace and Security, at ministerial level, at Addis Abéba, by the end of the month of March, 2006, to see again situation and make a final decision on the question of transition towards an operation of United Nations in Darfour and its modalities. In this respect, Council asks the Président de la Commission to initiate consultations appropriated with United Nations and other prenantes parties, with a view to providing in the meeting offered by the Council of Peace and by Security at ministerial level any additional appropriate information, including on the modalities of a transition towards an operation of United Nations and financial aspects of ongoing operation in Darfour »

In the same breath, the Security Council had asked the General secretary to study " different options " in the perspective of a transition. Questioned about the opposition expressed newly by the Sudanese government in the deployment of such force, the General secretary underlined that the UN would go « nowhere by forcing its way ».

Kofi Annan also liked he will work with UA and Sudanese government « to guarantee security in Darfour, which would allow to the humanitarian workers to follow their jobs ». Naming hindrances in humanitarian help, the Post of high commissioner of United Nations for the refugees (HCR) announced yesterday that it was forced to reduce its operations by half to Darfour.

The General secretary moreover declared himself preoccupied by threats hurled contrary to his special Representative, Jan Pronk, and against the humanitarian workers in Sudan. « I am encouraged by measurements taken by the government, which stopped two of the persons author of threats », he said, adding that it meant that authorities took seriously question.

Moreover, worldwide food Program (PAM) points out that owing to the scarceness of fund in which makes face its call in favour of Sudan, it was forced to reduce the rations of vegetables, sugar and salt which it distributes to 3,5 million persons in Darfour and in the South-Sudan. Moreover, the lack of drinking water close to Sudanese border with Chad and deterioration of the conditions of security on place force the Post of high commissioner of United Nations for the refugees (HCR) to move more than Sudanese 16 000 taking refuge in the east of Chad towards a camp distant from border.

Kofi Annan finally confirmed that the preparations of an operation of assertion of peace in Darfour continued in the UN and that some of force already on the ground « would change cap ». The General secretary iterated his call to countries donors to reinforce their support in Transforms it. « They can take the liberty neither of leaving a space between the operation of AU and that of the United Nations, nor to leave situation deteriorates », concluded Kofi Annan.

Darfour, located on the West by Sudan is in the grip of a conflict girthing for three years. In only two years, this conflict in Darfour caused death of about 300.000 persons and procreated the banishment of 2,4 million civilians.
