NUCLEAR TECHNOLOGY IRAN IAEA UN - Iran, in spite of the dispatch of the nuclear file in front of the Security Council of the UN Teheran remains inflexible. The supreme guide of Iran, the ayatollah Ali Khamenei and the president of the country, Mahmoud Ahmadinejad, declared that the time of threat was past and that Iran would not give in to international pressure on its activities of enrichment of uranium. Said Iran to want to keep its right to research and to development in nuclear material. The advice of the governors of the international Agency of nuclear energy (IAEA) transmitted the Iranian nuclear file in the Security Council of United Nations, yesterday, during a meeting in Vienne.

In spite of the recent hopes of the manager of the IAEA, Mohammed El-Baradeï, no understanding was concluded, and Iran stayed on her positions. Mr El-Baradeï pointed out that the IAEA would give its last report in the highest authority of the UN before next two days. « The report will be sent today or tomorrow », declared Mohamed ElBaradei, managing director of the international Agency of nuclear energy (IAEA), during one press conference in Vienne yesterday.

Iran the nuclear file in front of the UN but Teheran remains inflexible

The report of AEIA is transmitted in the Security Council of the UN. Naming « outstanding questions » concerning Iranian nuclear program, the manager of the agency of United Nations for nuclear energy pointed out that he transmitted his report in the Security Council, marking a new stage of efforts aiming at determining if Teheran tries to develop nuclear weapon.

Mohamed ElBaradei had introduced the report on March 6th of this year in the Council of the governors of the IAEA. At the end of "extraordinary « meeting on the question of Iranian nuclear technology, the Council of the governors had adopted, on February 4th of this year, a resolution asking for the transfer of the Iranian file, that is to say « all reports and resolutions relating to the implementation of guarantees in Iran », the Security Council. This report accuses Iranian regime of keeping information, credit of plans linked to the atomic weapon and of refusing to freeze its activities of enrichment of uranium.

The text also asked in Iran « to restore its collaboration entirely and fast with the Agency », what would allow « to clarify the possible activities which could have a military nuclear dimension ».

The members of the Council of security had informed, again and again, that they would not take measures before the presentation of the report of Mohammed ElBaradei. Therefore, on the Iranian file, consultations in camera from the Security Council of the UN will take place next week, after the meeting of the Council of the governors of the international Agency of the nuclear energy (IAEA) of last Monday in Vienne.

Washington maintained that Council would discuss the Iranian file « on Monday or Tuesday », but none of the diplomats of the Security Council of the UN confirmed date. According to certain analysts, the Security Council should, at first, demand that Teheran takes back a full collaboration with the IAEA. If Iran refused this injunction of collaboration Council could then envisage sanctions in weeks to come, except a veto which could be put down by Russia and Dyes the warp threads of it who are permanent members of the Security Council. In effect, Moscow proved to be openly hostile to sanctions against Iran, to see even in a military intervention of the United States having as objective to force Iran to leave its nuclear program and of enrichment of uranium.

The Security Council is composed of five permanent members: China, the United States France, United Kingdom and Russia, and of ten not permanent members elected for a mandate of two years: Argentina, Denmark, Greece, Japan, Tanzania, Congo, Ghana, Peru, Qatar and Slovakia. The presidency of the Security Council of the UN changes every month.
