NUCLEAR IAEA IRANIAN - IAEA, the last negotiations are under way on Iranian nuclear technology. While in the International agency of nuclear energy (IAEA) the last negotiations continue this afternoon, and indeed even tomorrow, on the fate of Iranian nuclear technology, the United States deeply reacted to cut short possible in rumours of negotiations between Russia and Iran to avoid that the nuclear activities of Iran result in an action of the Security Council of United Nations (UNO).

On the contents of this meeting, it had a confidential character, it therefore does not belong to me to reveal you details. But Mr Kisliak informed the Europeans of contacts that the Russians had with the Iranians, of their will to follow these contacts to reach a resolution.

They know the outlines of Russian proposal, they also know which are points on which difficulties exist. » According to "New York Times", during this meeting, Mr Kisliak made a Russian proposal to know a moratorium and possibility for the Iranians to have a limited research capacity in the field of nuclear enrichment. For the spokesman of the French ministry of Foreign Affairs « I do not know if Mr Kisliak made a new Russian proposal, properly speaking. I think that he especially gave an account of contacts between the Iranians and the Russians. It does not belong to me to pronounce me on the contents of these contacts.

That I can remind of you, our position while concerning the points which you mentioned. Our position is perfectly clear. It appears in the resolution of February 4th of the Council of the governors de l' IAEA and the minister at the end of the meeting of Vienne also reminded of her in a very clear manner. Of the French side and the European side, we ask for the return to the full suspension of activities linked to enrichment and to reprocessing, including research and development. Here is which is French position and which is the position of the three Europeans. Moreover, you know that contacts continue in Vienne. They do not know the Council of the Governors exactly at which instant will treat as this Iranian question, in afternoon or tomorrow.

The resolution of February 4th envisages a report in the Security Council. This report in the Security Council will therefore be introduced by IAEA, as it was envisaged from February 4th. » According to him, « There were debates in which the Russians recalled their dialogues with the Iranians, but it does not belong to me to point out if there is, officially or not, a Russian proposal. It belongs to them to answer [] as for the activities of enrichment, including in research and in development. For what we ask, it is a suspension of activities linked to enrichment and to reprocessing, including research and development. On the idea of moratorium, it is an idea which is not new. I say to you, from memory, that in proposals made by the Europeans at the beginning of August, there was the idea of a clause of date. Besides, there is an important element which is the implementation of the additional protocol. What we wish is because the Iranians respect this protocol and because they can ratify it very fast. Here is which are the elements of French and European position. »

According to him, on the noise which circulate pointing out a bending of the German position concerning Russian proposal in sense where the Germans would accept this Russian proposal which would allow to the Iranians to make a little of enrichment on their territory, « it is a bit delicate for me to answer in the name of my European colleagues. What I can say to you, it is that between the three Europeans there was a very narrow cooperation always and that this cooperation goes on. In my knowledge, the position which I have just pointed out to to you is also valid for our two European, English and German partners, but, of course, it belongs to them to say it. » The spokesman of the French Ministry of Foreign Affairs did not like to say if France was filled in about this Russian proposal, for him « It does not belong to me to confirm existence or not of a Russian proposal. What I say to you simply, it is that there are very frequent contacts with our Russian partners, particularly with Mr Kisliak whom you mentioned. We have these contacts therefore and the Russians mention us their position and their dialogues with the Iranians [] We know about the evolution of debates between the Russians and the Iranians. »

He added that competent French authorities knew « around what turn debates. It was said from different sources. They know that there is this question of the activities of research and development. They know that there is this question of moratorium and question of the additional protocol. That I reminded of you, it is what was our position on these different points. »

On the case of centrifuges, he added in front of the press, « It is a bit linked to the first point, on research and development. Knowing moreover, an aspect while mattering to say, which was very apparently said by the president de la République in his maintenance with Al Hayat, that, for us, the door remains opened for debates. The hand remains tense. They are opened to a resolution, the president de la République reminded of it. The fact that there is a report in the Security Council does not mean that they put an end to diplomatic efforts. But this resolution must respect a certain number of principles of which I reminded you, that are not principles put down by France but principles put down by the international community, by the Council of the governors of the IAEA. »

The spokesman concluded on possibly allowable conditions for a resolution in Iranian nuclear technology, he has say that France was opened « to a resolution which answers both followed objectives. In the objective of the Iranians, which is to acquire a civil nuclear program, thereupon we entirely agree.

What is important for the Iranians, it is to have access to a civil nuclear collaboration with foreign countries. We said and repeated that we were favourable to it. The second objective, it is the objective of the international community, credit of the conditions of trust for the implementation of this collaboration. It is thereupon that we work to acquire guarantees on behalf of Iran. »
