TAX TICKETS PLANE - Tax on plane tickets, twelve countries give their consent at the end of the conference of Paris. At the end of the international conference of the innovative financings of development, which was held in Paris until this day, France acquired the agreement of twelve countries, on the 93 gifts, to tax the tickets of planes. Twelve countries in total therefore claimed to be favourable to the application of a tax on plane tickets, for the financing notably of the conflict against the AIDS, the paludism of tuberculosis, within the poor countries. This conference of Paris on the innovative financings of development united the representatives of 93 countries for two days. The objective of this plan, set up by France and Brazil, is to persuade states of interest of one of contribution of international solidarity with a tax on plane tickets. So, the following countries, Chile, Cyprus, Congo, Ivory Coast, Jordan, Luxembourg, Madagascar, island Maurice, Nicaragua and Norway, « diplayed their intention to implement » the tax on plane tickets for the quick delays. On the other hand, nine countries of Europe and the United States refused this principle of tax. These are predominantly rich countries as the United States, Canada, Australia, Italy, Ireland, Finland, Portugal, …
United Kingdom, for his/her part, already applies a tax to plane tickets and it decided to pour a party of its recipes in the program of international financial Easiness, in the field of vaccination. Concerning France, a tax going of one-40 euro will come into force on July 1st for the passengers who board since France. 93 States met in Paris, on February 28th and the March 1st, 2006, on the occasion of ministerial conference on the innovative financings of development organized on the initiative of the president of the French Republic, Mr Jacques Chirac, in the presence of Mr Denis Sassou Ngesso, president of the Republic of Congo, president of the Africain Union, Mr Toumani Touré, president of the Republic of Mali, Mr Kofi Annan, general secretary de l' Organisation des Nations unies, and Mrs Graca Machel. International organizations and non-governmental organizations the list of which appears in an appendix were associated with this event. This conference constitutes a new stage in the draft of the international community on the topic of the new financings of development after the meeting of the heads of state and government on action against hunger and poverty, organized in United Nations on the initiative of the president of Brazil, Mr Luiz Inacio Lula da Silva, in September, 2004, then the signature in September, 2005 of the statement of New York in favour of the innovative sources of financing of development by 79 countries. The subject of the innovative financings of development is consequently inscribed to the agenda of all big international surrounding walls and gathers, in its principle, a broad consent of the international community. Substantial technical works allowed to create a true frame of action as showed it the report of the technical Group on the innovative financings of the development introduced in New York in September, 2004. The participants said that the Targets of the Millennium of Development (OMD) could be reached in 2015 when as part of a more united globalization. Beyond already signed commitments, the Official development assistance (APD) must be augmented and made at the same time more foreseeable. The innovative sources of financing, supplementary of traditional APD, will contribute to it, notably by covering on long term the recurrent expenses necessary to the realization of OMD. The participants reviewed different options of innovative sources of financing of development and noted that it was necessary to follow debates on international plan in several directions: international contributions of solidarity, international easiness of financing (IFF), and particularly his pilot applied to vaccination (IFFIM), reduction of the tax avoidance and taxation of financial transactions, facilitation and reduction of the expense of the transfers of the migrant workers, humanitarian raffle, initiatives of regions with a measure of autonomy, contributions volunteers of the individuals and firms such as initiative RED counters the HIV / AIDS announced newly. These questions were discussed as part of working workshops on the March 1st, 2006. The intention diplayed by Brazil, Chile, Cyprus, Congo, Ivory Coast, France, Jordan, Luxembourg, Madagascar, Maurice, Nicaragua and Norway to implement an international contribution of solidarity on plane tickets was greeted. Other countries plan to follow their example. Conference was opportunity for France and United Kingdom, which have already implemented a contribution of solidarity on plane tickets, to publish a joint press release on the innovative mechanisms of financing. The participants noted that several innovative sources were particularly well adapted to finance development plannings in the field of health, even if this point of application is not exclusive. They underlined that the conflict against the HIV / AIDS, tuberculosis and the paludism passes by a strengthening of the systems of health of developing countries, which is recovering from an action supported by national authorities with the help of the agencies of collaboration. But the objective of the universal access to the treatments of the HIV / AIDS in 2010 assumes an effort augmented on international plan to favour the access to medicaments at a reduced price. With this in view, they studied proposal aiming at creating an International Easiness of Purchase of Medicaments (FIAM). The participants wished that the question of the innovative financings of development continues representing in the agenda of United Nations and the others big international surrounding walls, and they will participate actively in debates which will be held there. To support the dynamics born in New York in September, 2004, renewed in September, 2005, and followed during this conference, they agreed to meet again in 2007 in « Forum on the innovative sources of financing of development ».
